His innovative security solutions protect critical municipal assets throughout the United States, including EOCs featuring video monitoring and remote weather surveillance stations using Starlink. Don has safeguarded vital assets and enhanced emergency response throughout his career, notably during the 2023 Maui Fires when he crafted a rapidly deployed communications solution that aided in maintaining situational awareness and provided internet for hundreds of vital personnel throughout the emergency. A visionary in water and security, Don continues to push the boundaries of utility automation with cutting-edge solutions that drive resilience and efficiency.
Don is a veteran in the utility industry with over 30 years of expertise in SCADA (Supervisory Control and Data Acquisition), automation, and critical infrastructure security. His career began at Santa Margarita Water, where he gained hands-on experience in wastewater reclamation and domestic water operations, including maintaining clean sewer lines and ClaVal systems. Early on, he showcased his problem-solving skills by upgrading SCADA from traditional phone lines to a radio-based system.
Joining California Water Service Company in 1991 as an Electrical Mechanical Technician (EMT), Don specialized in medium voltage systems (2300 VAC), pump station and treatment plant construction, and automation maintenance. A key achievement was spearheading SCADA implementation in the East Los Angeles District, strengthening security for critical infrastructure. Promoted to SCADA Automation Specialist in 2009, he played a pivotal role in system-wide SCADA upgrades and the integration of cutting-edge automation technologies.
By 2015, Don shifted focus to security, deploying video monitoring systems over a secure microwave backbone for 24/7 surveillance at critical sites. His innovative approach, collaborating with manufacturers and vendors, addressed the challenges of large-scale field monitoring. Recognized for his expertise, he was promoted to Senior SCADA Automation Specialist in 2018.
In response to California wildfires, Don developed the Remote Monitoring Unit (RMU), a mobile, Starlink-connected surveillance system providing real-time weather data and video feeds to Emergency Operations Centers (EOCs). This technology proved invaluable during the 2023 Maui Fires, delivering critical intelligence to emergency responders.
